An Extraordinary Development Opportunity for Companies
On 1 January 2004, the government confirmed its decision to place four high-priority neighbourhoods in an Urban Free-Zone (Zone Franche Urbaine): Le Haut du Lièvre, Le Champ-le-Boeuf, Les Aulnes, and Vandœuvre-lès-Nations. Since that time, the companies and associations already operating, being developed or choosing to settle on the sites can be exonerated of all employer and fiscal taxes for five years.
Another advantage is that the aforementioned neighbourhoods are part of the far-reaching City Plan (Grand Projet de Ville) and the companies based there enjoy a fully-revamped setting (new forms of housing, restructured public areas, etc.) and are made to feel welcome.
In the Plateau area, near the motorway on-ramps and a few minutes from downtown, 7.5 hectares of land and thousands of square metres in office space (small and large surfaces) are available.
In Vandoeuvre, several real estate projects are planned in 2006, in Vand'Est and Montet Octroit, and more than 3,000 m² of store space is currently on offer.
The association STARTER was just founded. Its aim is to unite the business community in the Greater Nancy ZFU to tackle shared concerns, organise events, produce communications materials, etc.
What is a free urban zone ?
It is a territory with over 10,000 residents, to which the government decides to allocate special resources to foster an economic revival. The companies that wish to establish themselves in the Free Urban Zone must do so by 31 December 2008 at the latest if they are to enjoy the fiscal and social benefits.
Tax breaks and exoneration from employer tax
The concept is to grant, provided certain conditions, fiscal and employer tax exonerations to the small enterprises operating or soon to come to the Free Urban Area. The exonerations are valid for a 5-year period and can be extended at a sliding rate for 3 to 9 years.
Simplified establishment rules and easier hiring
The system comes alongside a full action programme: assistance and support in entrepreneurship, simplified administrative processes and procedures, looser real estate requirements, simplified recruitment procedures and more.
